I avail myself of this opportunity of referring to my Letter Nr.36 of the 15th December last, in which I brought

your notice the application of Chinese
for City Land at the East, in connexion with the subject of Land Rents, which is the main source of the Revenue. I would now respectfully draw your attention to the fact, that several parties, holders of Marine Lots, have greatly extended their ground, from which enlargement they derive great benefit without any

additional payment of Rents. The Lease granted for Marine Lots does not authorize
any
extension of the property,
and
from one of the parties himself I understand, that they would gladly pay an additional proportional Rental if it could
be secured to them by Grant of Lease;
such a proceeding would add to the Revenue of the Colony
and
by the same means improvement
could perhaps
easily be effected, without cost to Government, viz: the extension of the Sand Road from the Lower Bazaar, which, if the Land in front of the Parade Ground was sold by Public Auction, would with

great facility be extended to the Militia Cantonments, comprising the principal
part of the Town, and giving its inhabitants
